Government to Review Changes to Payments to National Development Fund

The Belarusian government will consider changing its approach to payments to the national development fund. Prime Minister Alyaksandr Turchyn said this after a meeting with Alyaksandr Lukashenka. The meeting reviewed a proposal to allow the Svetlahorsk pulp and paper mill to use funds from the fund to repay loans.

“We have already discussed this within the government — to look at this issue on a somewhat broader scale. Because this problem concerns not only this particular enterprise and arises with notable regularity. Perhaps we should consider adopting a systemic decision on payments to the national development fund so that we do not have to approach the head of state so often,” Turchyn said.

After the meeting, the government will revise the document. It is expected to be adopted in the near future.

It should be recalled that previously the government approved a list of the most efficient enterprises, which transferred part of their profits to the fund at the end of a year or half-year, in addition to dividends and profit tax paid to the state.

In 2023, the procedure for transferring funds to the fund was changed. The obligation to contribute arose when an organisation reached certain performance indicators. Profitability based on EBITDA was defined as the key indicator. If it reached 20% or more, the organisation was required to transfer part of its profit to the fund.

In May last year, the government adopted another resolution affecting contributions to the national development fund. However, almost all of its provisions were classified as “for official use only.”
