The Education Ministry is creating a “showcase of tutors.” An initiative to create a register did not go ahead. Volha Rybakliuchava, director of the Education Ministry’s Department for Education Quality Control, said this at a press conference at the National Press Center.
“At the beginning of this year, the Education Ministry initiated the creation of a register of tutors as a mandatory requirement for carrying out this independent professional activity, at the level of a Council of Ministers resolution. It went through the relevant approval process and public discussion, following which a decision was made to create, so to speak, a register, but in a modified form — as a database, a showcase of individuals engaged in professional activities that are not mandatory, unlike the register, and inclusion in it is entirely voluntary on the part of the individual. In other words, our aim is not to make life more difficult for tutors. Our aim is to use this showcase to demonstrate how many talented, reliable professional specialists and self-employed specialists work with children. In this case, as I have already said, the showcase will not serve as a database for oversight, but as support and systematization of the daily work of individuals engaged in independent professional activity and will make tutors visible throughout the country, so to speak, to parents. So, once again: a register as a mandatory requirement is not provided for by legislation today. The showcase is a voluntary tool, a service for inclusion, and is aimed at supporting self-employed individuals and providing open information for parents,” she said.
The draft Council of Ministers resolution “On the Register of Individuals Engaged in Independent Professional Activities in Teaching Children” was put up for public discussion in May. It provided that tutoring would not be allowed without inclusion in the register.
The Education Ministry plans to launch the tutor showcase on Sept. 1.
“This is the tutor’s personal portfolio, not an obligation. The decision to be included in the showcase is made by the individual independently. For our part, we guarantee state verification of your professional credentials. Information about your education and criminal record status will be publicly available. In addition, this showcase is, so to speak, a mark of professionalism that will distinguish you from other specialists. At the same time, I would like to emphasize that if an individual does not make such a decision, this does not prohibit them from engaging in independent professional activity in teaching children,” Rybakliuchava explained.
Tutors, speech therapists, music teachers and other educators working in accordance with points 41, 42, 71 and 80 of Appendix 2 to Council of Ministers Resolution No. 457 of June 28, 2024, will be able to participate in the project.
The registration process will take three working days. A notification of the desire to participate is submitted to the Department for Education Quality Control, along with a certificate from the database of offenses and consent to data processing.
