Council of Europe Congress Report on Support for Belarusians Planned for Adoption in March 2027

During the Second Kościuszko Forum, representatives of the Coordination Council met with the Congress of Local and Regional Authorities of the Council of Europe rapporteur on Belarus, Belinda Gottardi, and Centre of Expertise for Multilevel Governance project manager Albert Flores Herrera. Representing the Belarusian democratic forces at the meeting were Deputy Head of the United Transitional Cabinet Pavel Latushka, Coordination Council Speaker Artsiom Brukhan, and head of the Coordination Council delegation to the Congress Iryna Khalopitsa.

The parties discussed preparations for a report entitled “The Role of Local and Regional Authorities in Supporting Belarusian Democratic Forces and Civil Society in Exile”. The document is scheduled to be adopted at the Congress’ March 2027 session.

The report aims to analyse the challenges faced by Belarusians in their host countries and to propose practical solutions for local authorities to support Belarusians, including former political prisoners who have been released.

The parties agreed to cooperate on making the report more detailed and substantive, the Latushka Coalition and For Freedom Movement reported.
