Exports of gasoline and diesel fuel from Belarus to Russia reached a record monthly high in July amid fuel shortages caused by reduced output at Russian oil refineries. This was reported by Reuters, citing industry sources and its own calculations.
According to Reuters’ sources, rail shipments of gasoline from Belarus to Russia increased by 13% in July compared with June, reaching about 212,000 tonnes. Diesel fuel deliveries doubled over the month to 162,000 tonnes.
Shipments of jet fuel from Belarus to Russia amounted to about 13,100 tonnes in July, compared with 16,000 tonnes in June.
The increase in deliveries is linked to a decline in fuel production in Russia following prolonged Ukrainian drone attacks on oil refineries. According to industry sources, gasoline production in Russia fell to about 65% of seasonal consumption levels in early July, while diesel fuel output dropped close to the level of domestic demand.
Against the backdrop of rising wholesale and retail fuel prices, the Russian authorities imposed a ban on diesel exports while preserving exemptions for previously concluded contracts and supplies under intergovernmental agreements. Restrictions on exports of gasoline and aviation fuel had been introduced earlier.
Belarus supplies fuel to Russia from its two oil refineries, which process Russian crude oil. Their combined processing capacity is about 24 million tonnes of crude per year.
During the first seven months of 2026, rail shipments of gasoline from Belarus to Russia increased almost 25-fold compared with the same period in 2025, reaching about 665,000 tonnes. Diesel fuel deliveries rose nearly sevenfold to 418,000 tonnes.
According to the sources, Russia has also begun importing gasoline from India, Kazakhstan and Morocco.
