Belarus Shortens Procedures for Moving Into Rental Housing

Belarus has shortened the timelines for procedures related to the move-in of citizens into rental housing. This is stipulated by a resolution of the Council of Ministers On Management of the State Housing Fund, signed by Prime Minister Alyaksandr Turchyn in implementation of Decree No. 388 issued by Alyaksandr Lukashenka on 3 November 2025.

The document brings several subordinate acts into compliance and establishes that move-in to rental housing must be carried out no later than within 30 working days.

In particular, the deadline for local authorities to publish information about available rental housing has been reduced from 7 days to 1 day. A maximum period of 5 working days has also been set for citizens to apply for the conclusion of a rental agreement.

In addition, the timelines for developers to obtain documentation after a residential building is commissioned have been modified, and the period for delivering the final cost calculation of a shared-construction object to the shareholder has been shortened from 25 calendar days to two working days in cases where financing comes from budgetary funds or from revenue generated by providing rental housing.

Other adjustments are also provided, the government’s press service reported.
