Belarus Sets Maximum Housing and Utility Tariffs for 2026

Alyaksandr Lukashenka has signed a decree setting maximum allowable tariffs for housing and utility services for 2026, his press office reported.

Payments for the population (calculated for a family of three living in a two-room apartment with a total area of 48 square meters and consuming services at standard rates) will increase within 0.5 of a base unit, or by 22.5 rubles.

The tariff increase will take place in two stages:

  • from January — for all services except heating and hot water supply, by 19.37 rubles,
  • from June — for thermal energy for heating and hot water supply, by 3.13 rubles.

In 2026, the share of housing and utility payments in the income of a family of three with two employed members earning the national average wage will amount to 3.5 percent, while for a family of two pensioners it will be 7.5 percent.

Non-cash housing subsidies are предусмотрены for citizens and families whose monthly utility payments exceed 20 percent of their average monthly total income in urban areas and 15 percent in rural areas.
