The Minsk Prosecutor’s Office has referred to court a criminal case against four Belarusian citizens and three foreign nationals. The Belarusian defendants are charged with organising illegal migration by officials using their official powers, while the foreign nationals are charged with aiding the organisation of illegal migration.
According to the prosecution, between March 2023 and April 2025, the defendants organised the illegal entry of foreign nationals into Belarus, including by using their official powers. They prepared fraudulent documents stating that the foreigners had been employed or were intended to be employed, which were then submitted to citizenship and migration offices.
The fraudulent documents enabled the foreign nationals to obtain Belarusian visas at embassies, enter Belarus and remain in the country.
To prepare the documents, members of the group used business entities they had established, along with their seals and official letterheads.
At least 158 foreign nationals entered Belarus using the fraudulent documents. Members of the group received at least 56,000 Belarusian roubles in proceeds, the Minsk Prosecutor’s Office said.
The defendants remain in custody.
