The system for confirming the shipment of goods (SPOT) introduced in Russia does not affect supplies from Belarus. Chairman of the State Customs Committee (SCC) Uladzimir Arlouski said this following Lukashenka’s report.

“As for cooperation with the Russian Federation under the conditions of our eastern colleagues using the system for notifying about the import of goods into the territory of the Russian Federation — they have been using this system for more than three months. We see that it creates certain inconveniences for Belarusian exporters in terms of controls at the Russian-Belarusian border. But we do not see any serious problem,” Arlouski said, BelTA reports.

According to him, only a small number of vehicles, about 0.5%, fail to cross the border and are sent back due to the lack of the required documents.

“Joint documents at the Union State level are currently being developed with the Russian Federation. They should simplify this procedure and improve the situation for Belarusian exporters,” he added.

The SPOT system requires an importer of goods from EAEU countries to notify the tax authorities in advance of the shipment and make a security payment toward taxes and duties. An electronic document is then generated, which the carrier must present at the border. If the document is missing or the data submitted in advance do not match the cargo actually being transported, the vehicle will not be allowed to cross the border.
