The Minnesota Tax Court has dismissed a complaint by the non-profit organisation BelarusianAmericans.Org Inc., which sought to challenge the property tax assessment of its real estate in Minneapolis by the Hennepin County assessor. The court ruled that the appeal was filed after the deadline.
The decision was issued on Friday, May 2, 2026. According to the case materials, the court stressed that the organisation’s representative was aware of the filing deadlines for property tax appeals, making the delay unacceptable. The Minnesota Tax Court traditionally strictly enforces procedural deadlines in tax disputes — complaints must generally be filed by April 30 of the year in which the tax is payable.
The disputed property is located at 2855 Park Ave, Minneapolis, MN 55407. The organisation purchased the building with plans to open a Belarusian Community Center — a cultural and social hub for the Belarusian diaspora in the United States.
Earlier, in February 2025, activists launched a petition calling for the property to be exempted from property tax, citing its non-profit status and public significance. To date, 522 signatures have been collected.
BelarusianAmericans.Org Inc. is a registered non-profit organisation in Minnesota that has been providing humanitarian assistance to Belarusians affected by political repression since 2020, as well as supporting refugees and preserving Belarusian culture and language. Funds are raised to support political prisoners, medical workers and the diaspora. The organisation’s office and mailing address coincide with the address of the disputed property.
Minnesota tax law experts note that such cases are not uncommon. The state’s Tax Court strictly enforces deadlines, even when parties cite “misunderstandings.” In the case of BelarusianAmericans.Org Inc., the court stated that correspondence with the representative clearly confirmed awareness of the deadline.
The court’s decision is final at this stage: the organisation may attempt to appeal it to a higher court. If the ruling stands, the property tax will be calculated based on the original assessment by the Hennepin County assessor.
BelarusianAmericans.Org Inc. became the owner of the building on April 25, 2024. The project initiators previously said the annual property tax amounts to $21,029.
