Government Amends Rules for Targeted Enrollment in Educational Institutions

The Council of Ministers has amended the rules for targeted enrollment in educational institutions. The corresponding resolution was adopted today, the government’s press service reported.

Under the new rules, the right to request targeted training will be granted to state bodies, state organizations, as well as organizations in which the state holds at least a 50% stake. This right will also be extended to organizations that have made a significant contribution to regional development and have a petition from the relevant regional executive committee (or the Minsk City Executive Committee).

Organizations will also be required to justify the need for training a specialist under targeted programs.

A competitive selection process for applicants to targeted training places is now mandatory. Such competition must take place both at the stage of submitting documents and when summarizing the results of internal entrance examinations at universities.

Liability is established for applicants who have signed targeted training agreements, as well as for sponsoring organizations, in cases of unjustified termination or failure to fulfill contract terms. The resolution also уточняет deadlines for submitting applications for targeted training and their formats.

The document provides for the transition of administrative procedures for state accreditation (or its confirmation) in the field of education into electronic form. Representatives of workforce заказчики will be included in accreditation commissions.

The resolution also increases the required share of academic staff holding scientific degrees from 40% to 45% for assessing compliance with the declared status of higher education institutions. This provision will come into force on September 1, 2030.
