Belarus plans to strengthen control over the activities of charitable foundations operating in the healthcare sector. Aliaksandr Lukashenka signed the decree “On Foundations and Charitable Activities in the Healthcare Sector” today.
The document “will make it possible to prevent the misuse of collected funds, increase the transparency of foundations’ operations and the effectiveness of oversight, and generally streamline charitable activities in the healthcare sector”, Lukashenka’s press service reports.
The decree establishes a definition of charitable activities in the healthcare sector, as well as the range of individuals and entities involved in their organization and financing.
It establishes procedures for collecting funds to provide medical care and spending them for their intended purpose, as well as for disposing of funds received in charitable accounts above the limit or left unclaimed. A mechanism is provided for monitoring the movement and targeted use of collected funds.
A new version of the regulations governing the establishment, operation and liquidation of foundations has been approved.
The minimum amount of assets required to establish and operate foundations has been doubled. Limits have been set on foundation expenses for employee wages and other payments, as well as for conducting business activities. Donations from individuals and legal entities may not be used for such activities.
