525 Personal Mobility Devices Registered as Vehicles in Belarus Under New Rules

In Belarus, 525 personal mobility devices have been registered as vehicles under the updated traffic regulations since September last year. This was announced at a press conference at the National Press Center by Viktar Ratchenkou, head of the Main Directorate of the State Traffic Inspectorate of the Interior Ministry.

It should be recalled that since September last year, personal mobility devices with a design speed of more than 25 km/h must be registered. Such devices must be submitted to the testing laboratories of the State Standardization Committee, where they are assigned a specific vehicle type.

“More than 900 vehicles have undergone conformity assessment in our testing laboratories and were identified as the types moped and motorcycle,” said Alyaksandr Burak, First Deputy Chairman of the State Standardization Committee.

The updated traffic rules require cyclists and riders of personal mobility devices to dismount at crossings, except at specially designated locations. The traffic police continue to equip crossings with corresponding signs and traffic lights.

“As of today, 443 locations in the Republic of Belarus have already been equipped with additional traffic lights and designation signs. These are places where they are allowed not to dismount and to move across the roadway on a bicycle or personal mobility device. There are plans to equip another 163 locations across the Republic of Belarus, including 45 additional ones in the city of Minsk. In total, 215 such locations have already been equipped in the city of Minsk, where road users traveling on personal mobility devices or bicycles may cross without dismounting,” Viktar Ratchenkou said.

He added that until September 1, 2026, traffic police officers are primarily focused on explaining the new rules rather than bringing people to administrative responsibility under the new provisions. However, if a road accident occurs, the process is conducted in accordance with the law.

Ratchenkou also said that mobile speed enforcement cameras are technically capable of detecting violations on bicycle paths. However, the traffic police are not yet using them. The new traffic regulations introduce speed limits for personal mobility devices.
