State Military-Industrial Committee Supplies Transport Inspectorate With New Mobile Complexes To Replace German-Made Units

The Belarusian company AGAT-Control Systems has supplied the operator of the BelToll road-charging system with a batch of new mobile monitoring complexes, the press service of the State Military-Industrial Committee reported. The equipment, built on Shineray M7 vehicles, is intended to replace previously used patrol cars of German manufacture.

The new complexes are equipped with specialised hardware and software for monitoring vehicles required to pay for the use of the toll-road network. Each vehicle must be operated by two employees: one drives, while the other works with the detection and data-analysis equipment.

While driving or monitoring from the roadside, the system automatically identifies vehicles within range — either through random sampling or on the basis of information transmitted from the BelToll control centre. Information on all detected vehicles is displayed on the operator’s monitors.

Possible violations are checked in two ways: through automatic reading of the onboard unit ID or manually, by entering the vehicle’s licence plate number into the computer. If a violation is identified, the inspector stops the vehicle and collects an increased fee. Data on completed inspections are transmitted to the database either via a 3G connection or over WLAN after the shift ends, and then forwarded to the central system through the WAN network.

The updated mobile monitoring complexes are said to address a key task — ensuring reliable and continuous control over the toll-collection process across the entire toll-road network.

The State Military-Industrial Committee noted that Belarusian companies had not previously carried out such vehicle conversions; all work had been performed abroad.
