Recycling Fee Rates Increased In Belarus

The Belarusian government has revised recycling fee rates, increasing them by 7%. The corresponding decree was signed by Prime Minister Alyaksandr Turchyn, the government’s press service reported.

The government justified the changes by the need to protect the domestic market and the market of the Union State.

The decree provides for:

  • recalculation of recycling fees paid by individuals and legal entities for vehicles, self-propelled machines and trailers produced in Belarus or imported into Belarus, except in cases provided for by international agreements,
  • classification of chassis as objects subject to the recycling fee, as well as alignment of certain types and categories of vehicles, self-propelled machines and trailers with those defined in Russia,
  • an increase in the required period of ownership of a vehicle by a foreign individual,
  • consolidation of provisions from government resolutions of July 1, 2019 No. 437 “On the recycling of vehicles” and of December 30, 2022 No. 951 “On the recycling of self-propelled machines and/or trailers”, as well as repeal of previous government resolutions.

For individuals, the recycling fee for cars up to three years old, regardless of engine type and capacity, has increased from 544.5 to 624.92 roubles, while for cars older than three years it has risen from 1,089 to 1,282.02 roubles.

For certain categories, as part of measures to protect the domestic market, recycling fees have been increased multiple times.

Belarusian car manufacturers are exempt from paying the recycling fee if they assume obligations for the disposal of vehicles, self-propelled machines and trailers.

The decree will enter into force after its official publication.
