New EAEU Rules for Cross-Border E-Commerce to Take Effect on Jan. 1

The Eurasian Intergovernmental Council has decided that new rules governing cross-border e-commerce will take effect on Jan. 1, 2027, the Eurasian Economic Commission (EEC) said.

The protocol introducing amendments to the Eurasian Economic Union (EAEU) Customs Code has already been ratified by Armenia, Belarus, Kazakhstan and Kyrgyzstan.

Under the new rules, goods purchased through cross-border e-commerce will be classified as a separate category. Once the amendments enter into force, a unified customs duty rate of 5%, but not less than €1 per kilogram, will apply to most e-commerce goods. The amendments also establish a duty-free import threshold of €200.
