The State Control Committee, together with the Communications and Informatization Ministry, has persuaded mobile operator MTS to change the terms of its “Unlimited at Full Speed” promotion.
The promotion was launched in May. Subscribers received SMS messages informing them that the “Super Unlimited” service had been activated for their accounts. The service removed mobile internet speed restrictions after 30 GB of monthly data usage. Subscribers were offered the service free of charge for two months, after which it would become paid. The promotion’s terms did not require subscribers’ consent before the paid service was activated.
“The State Control Committee, in cooperation with the Communications Ministry, pointed out to the mobile operator that such rules could result in unexpected expenses for subscribers, since not everyone reads SMS messages. Proposals were made to ensure that the paid service would be activated only at the customer’s request.
As a result, MTS decided to revise the terms of the ‘Unlimited at Full Speed’ promotional campaign. From now on, subscribers for whom the operator proactively activated the promotion will, on its final day, be invited to send a USSD request to activate the paid ‘Super Unlimited’ service. If no such request is received, the paid service will not be activated,” the State Control Committee said.
