On May 6, the “SKAT” violation detection system designed to monitor the speed of personal mobility devices began operating in Minsk. This was announced by Head of the Main Traffic Police Directorate of the Interior Ministry Viktar Ratchankou, writes BelTA.
The system records speeding violations and transmits the information to traffic police officers on tablets for enforcement action. For now, “SKAT” is operating in test mode. First-time violations result in preventive measures such as warnings or conversations, while repeat offenses lead to full administrative liability.
Rotchankou noted positive trends: since the beginning of 2026, the number of traffic accidents involving personal mobility devices has fallen by more than 40% compared with the same period in 2025, while accidents involving cyclists have decreased by more than half.
It should be recalled that from September 1, 2025, a speed limit of 10 kph for personal mobility devices within populated areas was introduced, except on bicycle paths. The restriction was implemented following an analysis of accident statistics. In Minsk alone, about 500 collisions involving personal mobility device users with pedestrians and cyclists were recorded in 2025.
