Lukashenka Wants to Increase Exports to China to $4 Billion

Belarusian exports of goods and services to China are expected to grow to $4 billion by 2030. This is stipulated in Directive No. 9(2026) of May 12 “On the Practical Implementation of the All-Weather and Comprehensive Strategic Partnership Between the Republic of Belarus and the People’s Republic of China,” published today on the National Legal Internet Portal. At the same time, the volume of direct Chinese investment in Belarus is expected to amount to at least $500 million annually. Under the directive, annual export plans to China will be developed.

The document instructs authorities to organize the creation of joint production facilities with Chinese partners, conclude licensing agreements and launch the production of tractors and mining equipment. Starting in 2029, annual deliveries are to include at least 1,000 tracked and wheeled tractors based on tractor kits and at least 100 dump trucks assembled from machine kits.

By the end of 2030, an “intelligent vehicle using Chinese unmanned technologies” is to be developed on the basis of an MTZ tractor. Within the same timeframe, at least 10 joint investment projects in the automotive industry are to be implemented, and the following technologies introduced into production: electromechanical transmission systems, continuously variable transmissions and energy storage systems for transport, MIM technologies (metal injection molding) for the production of complex-geometry parts for the electronics industry, automotive manufacturing and other sectors, as well as high-efficiency transformers.

The directive also provides for the establishment of joint production of GPON station equipment, subscriber terminals, 4G/5G modules for communication devices and base stations, as well as a center for the application of artificial intelligence.

The Agriculture and Food Ministry and Belgospishcheprom, together with regional executive committees, are tasked with increasing food exports to China by 15% annually and reaching a volume of $900 million. The document also provides for the creation of 45 hectares of fourth- and fifth-generation automated greenhouse complexes.

Belneftekhim is required, with the involvement of Chinese technologies and capital, to build by the end of 2030 a polypropylene production complex, a dual-chamber pyrolysis furnace, and facilities for the production of sodium chlorate and hydrogen peroxide.

Bellesbumprom has been tasked with increasing exports by 5% annually and reaching $380 million in exports by 2030.

Exports by Bellegprom to China are expected to grow by 10% annually and reach $50 million.

The Energy Ministry has been tasked with increasing peat exports to China to $16 million by 2030 and building 55 hectares of modern greenhouses.

Exports of transport services to China are expected to increase to $700 million. The Transport Ministry must also ensure the expansion of Belavia’s route network to six cities in China.

The directive also includes targets in education, culture, tourism and other sectors.

In addition, it provides for the appointment of a representative of the State Authority for Military Industry at the Belarusian embassy in Beijing. The Foreign Ministry is to open a consulate general in one of China’s northern regions by 2028. The ministry must also work with the Chinese side on raising the status of Belarusian-Chinese relations and formalize this no later than 2027.
