Kremlin Publishes Joint EAEU Statement on Armenia

The Kremlin press service has published a joint statement by the presidents of Belarus, Kazakhstan, Kyrgyzstan and Russia, signed on May 29 in Astana. Earlier, Aliaksandr Lukashenka spoke about the document following the EAEU summit. According to him, the issue was discussed during a closed session of the Supreme Eurasian Economic Council.

The statement was prompted by Armenia’s 2025 law launching the process of joining the European Union and the joint declaration adopted following the first Armenia-EU summit on May 5, 2026.

In the document, the parties state that Armenia’s course toward EU membership creates “significant risks” to the economic security of EAEU member states. The statement also notes the “need to prevent the resulting damage” to members of the union.

The signatories instructed representatives of the Eurasian Intergovernmental Council from the four countries to present a report at the December meeting of the Supreme Eurasian Economic Council on the possible consequences of suspending the application of the EAEU Treaty with respect to Armenia.

“We share the position on the need to hold, within the shortest possible timeframe, a nationwide referendum in the Republic of Armenia on joining the European Union or remaining a member of the Eurasian Economic Union,” the document states.

Earlier, it became known that Russian Energy Minister Sergey Tsivilyov had warned Yerevan of the possible suspension or termination of a 2013 agreement that established duty-free supplies of gas, petroleum products and diamonds if Armenia continued its course toward EU membership. According to media reports, the relevant letter was sent on May 25.

Armenia confirmed receiving the letter and stated that it would review it and “respond as necessary.”
