International University Sports Federation Lifts All Restrictions on Belarusian Athletes

The International University Sports Federation (FISU) has changed the eligibility rules for Belarusian and Russian athletes participating in its competitions.

Belarusian athletes have been fully reinstated for participation in all FISU events in line with the recommendations of the International Olympic Committee issued on May 7, 2026.

As for Russian athletes, the IOC has not lifted restrictions for them at the senior level, but recommended that young athletes should not be held responsible for the actions of their governments, the federation noted.

FISU introduced a unified eligibility system for Russian student athletes. Under this system, a complete ban on Russian athletes based on nationality is considered “a disproportionate measure and incompatible with the educational mission” of the organization. The maximum restriction for Russians remains neutral status, meaning participation without a national flag or uniform.

“At the same time, if the relevant international federation has fully reinstated Russian athletes, FISU follows that position. Thus, depending on the sport and the position of the relevant international federation, Russian student athletes may be eligible to participate in FISU competitions under full national conditions,” the organization said.
