Government Changes Operating Conditions for Gambling Business

The Council of Ministers has adopted a resolution “On the Procedure for Conducting Activities in the Gambling Business.”

As explained by the government’s press service, the document was adopted as part of the implementation of Decree No. 226 of June 6, 2025, “On Activities in the Gambling Business.”

The resolution establishes procedures for operating casinos and slot machine halls and for subjecting them to technical inspection, as well as for operating totalizators, bookmaker offices, virtual gambling establishments, and the requirements applicable to them.

It also defines the procedure for the functioning of a special computerized cash register system that ensures control over turnover in the gambling sector, as well as a monitoring center responsible for servicing this system.

In addition, the procedure for maintaining the State Register of slot machine models approved for use in Belarus has been established.

The government has determined the amount of funds that gambling organizers must credit to a special account. This account is intended to ensure the timely payment of winnings by gambling organizers, as well as the payment of taxes, fees (duties), penalties, and other mandatory payments.

For legal entities operating a virtual gambling establishment, the amount is set at 90,000 base units (4.05 million rubles). For those conducting only online bookmaker games or online totalizator games, the amount is 900,000 rubles.

The resolution also clarifies the procedure for settlements using cryptocurrency, as well as the procedure for verifying identity documents of visitors to gambling establishments.

The resolution will enter into force on March 11, 2026.
