The Council of Ministers, by Resolution No. 420 of Aug. 18, adjusted the “Agricultural Sector Of The Future” state program for 2026-2030. The document was published today on the National Legal Internet Portal and enters into force upon publication.
The resolution now specifies a separate amount of budget transfer available to organizations implementing projects to build greenhouses for the production of vegetables, leafy greens, berries and flowers. It amounts to 20% of capital expenditures excluding VAT.
The cost of the estimated cattle-place unit for the construction of a dairy farm or complex will also now be recalculated annually based on the prevailing construction price index.
The amount of funding for the state program over five years has been revised. It has been increased from 119.04 trillion rubles to 126.72 trillion rubles. The government also adjusted spending on individual subprograms, measures and projects included in the program, as well as the list of projects itself.
Some target indicators have been revised based on the results of 2025 and the current year’s dynamics. Thus, exports are expected to reach at least $10.3 billion in 2026 and $12 billion by 2030.
