The State Control Committee of Hrodna Region said an inspection of a district capital construction department had uncovered inflated volumes and costs of construction and installation work at five sites totaling more than 400,000 rubles.
The violations were committed by contracting companies, while the capital construction department, which acted as the state customer, failed to ensure proper oversight of the use of budget funds, the agency said.
In one case, during the reconstruction of a clinic commissioned in 2025, a contractor received more than 100,000 rubles in excess payments beyond what was предусмотрено in the design and cost-estimate documentation. An additional 8,200 rubles in interest for the use of improperly received funds was also charged and had to be repaid.
At another site, inspectors found that the cost of work had been overstated by 29,000 rubles due to an error in calculating the contract price made by a private construction company.
During the reconstruction of a multi-apartment residential building, inspectors prevented the unlawful expenditure of 122,000 rubles. The contractor had unjustifiably included this amount in completed-work certificates even though it was not provided for in the design and cost-estimate documentation.
Following the inspection, the excess funds received, together with interest, were returned to the budget. Three employees of the district capital construction department were held accountable for inadequate oversight of the use of budget funds.
