The Prosecutor General’s Office has announced the opening of 12 criminal cases linked to corruption in the construction sector.
According to investigators, from 2025 through May 2026, managers of private Minsk-based companies producing construction mixes organized the systematic theft of cement and sand from state-owned organizations in order to reduce costs.
To carry out the scheme, they enlisted individuals responsible for overseeing construction work and the delivery of building materials. Cement and sand were stolen from construction sites and sand quarries. Fictitious shipping and delivery documents were prepared to facilitate the removal of the materials.
“The stolen materials were used in the companies’ own production of concrete and other construction mixes. During the period of illegal activity, more than 340 tonnes of cement and construction sand with a total volume exceeding 470 cubic meters were stolen,” the Prosecutor General’s Office said.
The organizers of the scheme also paid kickbacks to ensure that consumers purchased their construction mixes.
“The recipients of the bribes purchased construction mixes in violation of procurement legislation, without conducting competitive procedures, and subsequently arranged priority payments to the companies that had paid the bribes,” the Prosecutor General’s Office added.
The criminal cases are being investigated under articles covering the giving and receiving of bribes, as well as embezzlement through abuse of official authority.
