Communications Ministry Reports How Belarusians Used Cheaper Roaming In Russia

The Ministry of Communications and Informatization has published statistics on how Belarusian citizens used mobile roaming in Russia. Although roaming has not yet been fully abolished, “comfortable” tariffs were introduced in March last year. They include 150 minutes of incoming calls as well as 150 minutes of outgoing calls and 5 GB of traffic at “home” tariff rates.

According to the ministry, 2.9 million Belarusian citizens used roaming in Russia in 2025. They received 27.3 million minutes of incoming calls and made 36.1 million minutes of outgoing calls, of which 28 million minutes were made under home tariff plans. A total of 2.1 million SMS messages were sent. Belarusians also used 1.2 billion megabytes of data traffic.

As a result, from March to December 2025, consumption increased compared with the same period of 2024:

  • 3.4 times for incoming calls;
  • 5.9 times for outgoing calls;
  • 1.7 times for SMS;
  • 4.7 times for data transmission.
