The Council of Ministers of Belarus has adopted a resolution “On the Participation in Road Traffic of Wheeled Tractors, Their Trailers and Self-Propelled Machines.” According to the government press service, the document simplifies administrative procedures and reduces the administrative burden for owners of these types of vehicles.
In particular, when registering machines, the requirement to submit a number of documents is removed, as the relevant information is already contained in the passport of the self-propelled machine and other types of equipment.
“In order to avoid repeated duplication of regulatory provisions concerning the inspection of machines, the registration procedures have been set out in a separate chapter. The rules have also been supplemented with a new chapter ‘Refusal to Carry Out Registration Actions’ to clearly regulate the actions of the authorized body in the event that an administrative decision is taken to refuse to accept an application from an interested party (to refuse to carry out the administrative procedure),” the press service said.
Changes have also been made to the rules governing the state technical inspection of wheeled tractors, their trailers and self-propelled machines, as well as their admission to road traffic.
“The existing mechanism for inspecting a machine by another authorized body at the location of the machine outside the framework of an administrative procedure, with the placement of an official mark on the application, has been removed. The possibilities for carrying out registration actions on the basis of a machine inspection report have been expanded. Carrying out state registration of a machine on the basis of an inspection report within administrative procedures will allow the actions of authorized bodies to be strictly regulated, within established timeframes and procedures, and ensure the rights and legitimate interests of interested parties.
In order to ensure the digitalization of administrative procedures, as well as access by other state bodies to information about the completion of state technical inspections of machines, the Rules are supplemented with a corresponding provision,” the press service explained.
The resolution also includes provisions on the legalization of copies of tractor driver certificates issued by competent authorities of foreign states, and adds grounds for refusing to issue or exchange such certificates.
In addition, the resolution updates the requirements for the design of wheeled tractors, their trailers and self-propelled machines created as a result of individual technical creativity when they participate in road traffic. A new version of the Regulation on the procedure for confirming compliance with design requirements for such vehicles has been adopted.
The document also introduces definitions of certain terms (“state registration” and “state record”) to ensure uniform understanding and application of regulatory legal provisions.
