Belarus may lift restrictions on the number of animals kept in apartments. Currently, residents are allowed to keep no more than two companion animals. Nadzeya Siauruk, deputy head of the housing management department at the Ministry of Housing and Utilities, said this at the Press House.
“If we are talking about keeping dogs, currently, provided that the relevant conditions and citizens’ rights are observed, no more than two animals may be kept in apartments in multi-unit residential buildings. There is currently no limit on the number of animals in detached residential buildings with adjoining units.
“But if we are talking about the proposed and prospective approaches, we are now considering, together with government agencies and taking into account proposals received during the public consultation, the possibility of lifting restrictions on keeping animals and on the number of animals kept, provided that the requirements of the law, the rules for using residential premises and the rights of citizens living in neighboring residential premises are observed,” she said.
According to her, more than 132,000 companion animals are registered in Belarus, including more than 106,000 dogs and about 24,000 cats.
“The law establishes the owner’s responsibility for ensuring the physiological needs of their pet, and this provision has also been somewhat expanded in the regulations on animal keeping that are envisaged in the draft resolution developed as part of the implementation of the law.
“This means that the owner is responsible for providing their pet with food, water, sufficient physical activity, exercise, veterinary care when necessary, as well as vaccinations in accordance with the law,” she added.
