Belarus Maintains Licensing For Imports And Exports Of Woodworking Products, Waste Paper And Glass Waste

The Council of Ministers, by Resolution No. 411 of August 13, has maintained a special regime for the import and export of a number of goods. The document was published today on the National Legal Internet Portal, takes effect upon publication and will remain in force for six months.

Under one-time licenses issued with the approval of Bellesbumprom, the following goods will be imported into Belarus:

• particle board (EAEU CN code 4410 11),
• oriented strand board (OSB) (EAEU CN code 4410 12),
• fibreboard of wood or other ligneous materials, with or without the addition of resins or other organic substances (EAEU CN code 4411),
• other windows, balcony doors and their frames (wooden) (EAEU CN code 4418 19 000 0),
• other doors and their frames and thresholds (wooden) (EAEU CN code 4418 29 000 0),
• other paper and paperboard (EAEU CN codes 4810 92 100 0, 4810 92 900 1),
• paper sacks and bags (EAEU CN codes 4810 92 900 9, 4819 30 000, 4819 40 000 0, except sacks and bags made of coated and uncoated paper and (or) paperboard with a density of more than 180 g/m², featuring color designs using various types of finishing such as embossing, lamination, varnishing or foil stamping in glossy or matte finish)
• wooden furniture for dining rooms and living rooms (EAEU CN code 9403 60 100 1)

Licensing will also apply to the export of waste paper (EAEU CN code 4707) outside Belarus. Permits will be issued with the approval of Bellesbumprom.

One-time licenses will also be required for the export of glass waste (EAEU CN code 7001 00 100 0). The Ministry of Architecture and Construction will be responsible for approving their issuance.

The resolution also establishes the procedure for approving and issuing licenses. Conditions for refusing to issue permits have been established for each of the goods.
