Belarus Limits Roaming Debts And Speeds Up Construction Of Mobile Communication Towers

Prime Minister Alyaksandr Turchyn has signed a resolution of the Council of Ministers “On the Radio Frequency Spectrum,” introducing a number of changes to the regulation of the telecommunications market.

The document obliges operators to prevent debts on a subscriber’s personal account from exceeding five base units — currently 225 Belarusian rubles. The measure is primarily aimed at protecting users from the unintentional accumulation of significant debts in roaming, the government press service said.

The resolution also optimizes procedures for obtaining permits to use the radio frequency spectrum. According to government estimates, this will reduce the construction time of mobile communication facilities by more than 50 days and thereby improve coverage quality across the country.

Operators have also been required to conduct surveys of subscribers about the quality of communication services using SMS messages and telephone calls.

For amateur radio operators, the document sets the annual fee for the use of the radio frequency spectrum at 0.2 of the base rental unit for each radio-electronic device in use.
