Agreement on Protecting Belarusian and Russian Citizens From Prosecution by Foreign States Submitted to Russian Duma

The Russian State Duma has received for ratification the agreement between Belarus and Russia on measures for the mutual protection of citizens from unfounded prosecution by foreign states and international judicial bodies. The document has been published in the Duma’s electronic database.

The agreement was signed in March 2025. Under its provisions, the parties recognize personal immunity for senior and other officials, and also guarantee functional immunity for certain individuals in connection with requests from third parties.

Belarus has completed its ratification procedure for the agreement.
