About 8,000 People in Belarus Declared Income at the Higher 25% Rate This Year

In 2025, about 8,000 people in Belarus declared their income for 2024 at the increased personal income tax rate of 25%. The information was reported on the air of the First Information Channel by Minister for Taxes and Duties Dzmitry Kiyko.

“In 2025, slightly fewer than 8,000 citizens declared income for 2024 that fell under the higher 25% rate. That is, if we look at the country’s working-age population — almost 4.5 million people — 8,000 is an insignificant category, and it has almost not affected the overwhelming majority of individual taxpayers.

Nevertheless, this group of citizens generated additional personal income tax revenue of 200 million roubles. This is a substantial amount, given that it has gone entirely to local budgets. And we know that local budget spending consists primarily of social expenditure: salaries, urban improvements, and related infrastructure,” he said.

“Assessing the result we obtained, we considered whether we could indeed propose deeper differentiation. Given the scale of all income earned by certain groups, it has now been formulated as a higher rate of 40% for income exceeding 600,000 roubles. I cannot say that this is a final decision — discussions are underway in parliament, and there may be some adjustments within the proposed system. Changes may go in either direction, including possible revisions to both the tax rate and the proposed income threshold,” he added.

According to him, this concerns a small category of individuals — fewer than one thousand people.

“But again, assessing the effect, it may equal the effect of citizens declaring income at the 25% rate. In this way we could double the amount. If we say that today 200 million has been received — the figure may reach 400 million. For local budgets, this is a significant amount of money,” he said.
