Information about the companies has been published on the War&Sanctions portal.
The Rassvet system includes a constellation of low-Earth-orbit satellites, ground-based control infrastructure, gateway stations and user terminals for fixed and mobile facilities. The project involves entities affiliated with Roscosmos and the Russian Ministry of Defence, IT companies, microelectronics manufacturers and research centers.
The main company implementing the project is Russia’s Bureau 1440 LLC, part of the IX Holding IT conglomerate. Companies within the holding produce components, solar panels, user equipment, printed circuit boards, electronic modules and other system components.
The list includes three Belarusian enterprises: Aerospace Instruments CJSC, the Plant of Precision Electromechanics Republican Unitary Enterprise and its Belintersat branch.
According to Ukraine’s military intelligence, Aerospace Instruments CJSC is developing prototypes of components for the Rassvet system.
In May 2026, the Belintersat branch of the Plant of Precision Electromechanics signed a strategic partnership agreement with Bureau 1440 LLC. The agreement provides for integrating the Rassvet low-Earth-orbit broadband satellite system into Belarus’s telecommunications infrastructure.
