The Ministry of Transport and Communications has no plans to create a national taxi dispatcher. This was announced at a press conference at the National Press Centre by Andrei Hladki, head of the Ministry’s Department of Road and Urban Passenger Transport.

According to him, the issue does come up periodically, but government agencies’ position is to preserve a competitive environment. He noted that the taxi market in Belarus is becoming more formalised and that the rules of the game are transparent. Major operators are entering the country. He also pointed out that the Ministry of Antimonopoly Regulation and Trade (MART) has already granted one taxi service dominant market status and will monitor its pricing.

“We are not specifically setting ourselves the task of creating a national dispatcher or a national operator that would take everything over and aggregate all the services,” he said.

It should be noted that next year Belarus will launch a unified service for booking and selling bus tickets, an initiative led by the Ministry of Transport.

Andrei Hladki did not rule out the possibility that a taxi platform could emerge in the future, but said its main purpose would be fiscal oversight.

“Perhaps, at some point in the future, we will reach a stage where all online taxi bookings are processed through some kind of platform, making all vehicles directly visible. Perhaps it could be based at the Transport Inspectorate, for example, so that taxi movements across the country could be tracked. This would also allow online payments to be processed, with fares transferred directly to the relevant carrier’s accounts or, alternatively, enable the tax inspectorate to see how the money flows. But, I repeat, this is a prospect for the future. At this stage, we are not planning to create a national dispatcher,” he explained.
