IT businessman Viktar Prakapenia can be seen in the photo. Prakapenia is the founder of the investment company VP Capital and the owner of the fintech company Capital.com. In 2015, he was detained under an article on illegal business activity but was later released due to the absence of a crime. In 2017, he participated in drafting the decree “On the Development of the Digital Economy.” He currently lives in the United Kingdom. He also attended the Munich Security Conference in 2023.
