Transit of Grain from Belarus and Russia Through Latvia Surges in September

Transit shipments of grain from Belarus and Russia through Latvia rose sharply in September, LSM reports, citing the State Revenue Service.

According to the agency, 253,600 tonnes of grain from Russia passed through Latvia between September 1 and 24. This is twice as much as in all of September 2025. Transit from Belarus amounted to 40,100 tonnes. No grain from Belarus was transported through Latvia in September last year.

Since the beginning of the year, 593,660 tonnes of grain from Russia and 116,850 tonnes from Belarus have been transported through Latvia.

The State Revenue Service said it checks the origin of grain shipments. The Customs Administration has not received evidence confirming suspicions that the wheat may have originated in Russian-occupied territories of Ukraine. The transit of such grain is prohibited under EU sanctions.

Grain shipments from Russia to Baltic ports have increased amid military escalation in the Black Sea, including Ukrainian attacks on vessels and port infrastructure.

Earlier this month, Latvia decided to tighten controls on grain transit. The government also plans to impose a 300% tariff on grain shipments from Russia and Belarus and their handling.
