Belarus plans to open assembly plants for tractors and trucks in Myanmar. In return, Minsk expects supplies of rubber. Grodno Azot will also offer its products. Belarusian Prime Minister Aliaksandr Turchyn said this at the Belarusian-Myanmar forum.
“Unlike many of your other partners, we are ready to implement projects based on localizing the production of a wide range of goods in demand in Myanmar. Belarus is offering Myanmar not simply to purchase finished machinery, but to work together, relying on Belarusian technologies, to create added value within your country. We have a clear schedule. Already in the first quarter of 2027, tractor and truck assembly production should be launched in Myanmar. The Belarusian side will fulfill its obligations on time,” he said.
Turchyn also proposed expanding the range of goods supplied to include passenger electric transport, specialized equipment and municipal machinery.
“We take the same approach to cooperation in the chemical industry. Belarus does not view Myanmar simply as a market for sales. Our goal is mutual benefit for enterprises in both countries. We are ready to fully meet the needs of Myanmar’s tire plants for high-quality Belarusian tire cord. In return, our petrochemical complex is interested in direct, stable and long-term purchases of Myanmar’s natural rubber.
Grodno Azot is expanding, has a strong production base and expertise, and is ready to ensure stable direct supplies of specialized raw materials to Myanmar, in particular hydroxylamine sulfate. We propose that Myanmar’s business community pay close attention to this offer. Its implementation could become another growth point for trade and economic cooperation between our countries,” he said.
The prime minister confirmed the Belarusian side’s readiness to design and equip distributed-generation facilities, supply modern equipment to Myanmar and introduce automated control systems in the construction sector.
“Contractors in Belarus have enormous experience working abroad and are ready to actively participate in your infrastructure projects, from large-scale construction of roads and bridges to the construction of residential neighborhoods and social facilities. Strict compliance with deadlines and high quality of work will be ensured,” he added.
Another example of cooperation is a project to build a shoe factory in Myanmar. According to the prime minister, the Belarusian side is ready to supply leather and transfer technologies.
“We are ready to train Myanmar specialists at our educational institutions so that you can develop your own technological base. This will enable Myanmar not only to meet domestic demand, but also to effectively export to ASEAN countries. Our enterprises have substantial expertise and are ready to meet Myanmar’s needs for high-tech fabrics and modern personal protective equipment. We look forward to systematic and constructive work in this area,” he said.
Turchyn noted that an investment agreement needs to be concluded.
“To translate the agreements reached into actual capital investments, it is necessary to complete the creation of a seamless legal environment and guarantee unconditional protection of capital, transparent rules of the game and mechanisms for repatriating profits. Work remains to conclude a comprehensive international agreement on the protection and promotion of investments.
It is necessary to ensure most-favored-nation treatment for both sides. Belarusian enterprises in Myanmar will operate more effectively if their operating conditions correspond to those at home. For its part, Belarus is ready to provide Myanmar investors with business conditions that meet the highest Belarusian domestic standards,” he said.
The prime minister also suggested that investors from Myanmar consider free economic zones and Great Stone.
According to him, a basic loan agreement between the Development Bank of Belarus and Myanmar’s Ministry of Finance has already been prepared. It is ready for signing.
“This is not a declaration of intent, but a specific financial instrument opening a direct and reliable export credit line for our joint projects. Solutions have also been found for other systemic issues. The central banks are completing the establishment of direct correspondent relations.
The national logistics operator BelToll Service has worked out end-to-end multimodal routes for the delivery of goods. The infrastructure for Belarusian-Myanmar trade and economic cooperation has been established — now everything depends solely on the activity and initiative of businesses,” he concluded.
