Sudan to Receive More Than $100 Million From Development Bank of Belarus for Grain Storage Facilities and Tractor Assembly

Sudanese Minister of State for Finance Muhammad Nur Abdel-Daim announced the plans, according to Asdaa Sudania.
The financing is part of the second stage of an export financing agreement between the two countries, known as the Basic Agreement. The document was signed in Minsk on October 2 by Muhammad Nur Abdel-Daim and Siarhei Staliarchuk, Chairman of the Management Board of the Development Bank of Belarus.
According to the Sudanese minister, more than $100 million in financing is planned for the first stage of cooperation. The sides subsequently intend to focus on projects in food security, agricultural mechanization, transport and infrastructure reconstruction.
The talks also covered financing for a fleet of public transport buses and railway projects, establishing direct correspondent relations between banks and expanding credit lines.
The Sudanese side proposed using a revolving credit mechanism to purchase essential and strategic goods on a profit-sharing basis. The Development Bank promised to consider the proposal.
Muhammad Nur Abdel-Daim said the signed agreement is aimed at implementing decisions made by the two countries’ joint ministerial commission, which met in May. Other topics discussed included attracting Belarusian investment, increasing Sudanese exports and developing cooperation in trade, industry and mining.
The interest rate and the terms for providing and repaying the financing were not specified.
Earlier, the Belarusian government, by Resolution No. 443, approved a general agreement between Belarus and Sudan on the provision of export credits. The agreement was signed in Minsk on May 7, 2026. It was also reported that Belarus could gain access to the development of oil fields in war-torn Sudan.

Since April 2023, Sudan has been engulfed in a civil war between the Sudanese Armed Forces (SAF), led by Abdel Fattah al-Burhan, and the Rapid Support Forces (RSF), led by Mohamed Hamdan Dagalo (Hemedti). In 2025, the army regained control of Khartoum and most of the country’s central and eastern regions, while the RSF continue to control large parts of the west, particularly Darfur. The main fighting is now concentrated in Kordofan. The conflict has caused a massive humanitarian crisis and displaced millions of people.
