Vladimir Putin on Saturday signed a federal law ratifying an agreement between the governments of Russia and Belarus on cooperation in the field of precious metals, gemstones and jewelry.
The document was adopted by the State Duma on July 7 and approved by the Federation Council on July 17. The agreement was signed in Moscow on Dec. 19, 2025.
The agreement provides for coordinated cooperation on integrating jewelry marking systems and the mutual recognition of the two countries’ official assay hallmarks. It is intended to create “favorable trade and economic mechanisms” based on the mutual recognition of identification tools and official assay hallmarks in the jewelry trade through coordinated state oversight of the circulation and use of precious metals, gemstones and jewelry.
The agreement also provides for the creation of a unified information space for data exchange and oversight of the jewelry market by integrating Russia’s GIIS DMDK information system with Belarus’ Elektronny Znak state information system.
The document also establishes common technical requirements for precious metal fineness standards, hallmarking of jewelry, and the use of materials and coatings (cladding).
