Proposed Transport Tax Rates For 2027 Announced

The Ministry of Taxes and Duties has proposed the following transport tax rates for passenger cars owned by individuals in 2027. A draft of amendments to the Tax Code has appeared in the database of draft legislation on the National Legal Internet Portal.

For passenger cars owned by individuals, the proposed transport tax rates will depend on the permitted maximum mass:

cars weighing up to 1.5 tonnes (as well as passenger cars for which there is no information on the permitted maximum mass) — 80 rubles (+5 rubles compared with the rate in effect in 2025);

  • more than 1.5 tonnes but not more than 1.75 tonnes — 105 rubles (+6 rubles);
  • more than 1.75 tonnes but not more than 2 tonnes — 132 rubles (+8 rubles);
  • more than 2 tonnes but not more than 2.25 tonnes — 157 rubles (+9 rubles);
  • more than 2.25 tonnes but not more than 2.5 tonnes — 188 rubles (+11 rubles);
  • more than 2.5 tonnes but not more than 3 tonnes — 208 rubles (+12 rubles);
  • more than 3 tonnes — 287 rubles (+17 rubles).

The proposed tax rate for a trailer with a permitted maximum mass of no more than 0.75 tonnes is 52 rubles (+3 rubles), while for trailers weighing more than 0.75 tonnes it is 287 rubles (+17 rubles). The rate for a caravan trailer is 52 rubles (+3 rubles).

The proposed tax rates for trucks owned by individuals are:

  • with a permitted maximum mass of no more than 2.5 tonnes — 208 rubles (+12 rubles);
  • more than 2.5 tonnes but not more than 3.5 tonnes — 444 rubles (+26 rubles);
  • more than 3.5 tonnes but not more than 12 tonnes — 575 rubles (+34 rubles);
  • more than 12 tonnes — 652 rubles (+38 rubles).

The tax rates for buses owned by individuals will be:

  • up to 20 seats inclusive — 313 rubles (+18 rubles);
  • from 21 to 40 seats — 444 rubles (+26 rubles);
  • more than 40 seats — 575 rubles (+34 rubles).
  • The tax on a motorcycle will be 52 rubles (+3 rubles), while the tax on a tractor unit will be 521 rubles (+30 rubles).

The draft amendments to the Tax Code must still be considered by the House of Representatives.
