Private Nursing Homes in Belarus Promised Benefits

Belarusian Prime Minister Aliaksandr Turchyn has signed a resolution establishing the conditions under which commercial organizations can participate in the state social procurement system for social services.

“The document was prepared to create conditions for the development of the social services market, attract private social care homes to provide services under the state social procurement system, and establish additional ways to meet existing public demand for this type of social care”, the government’s press service reports.

Under the document, the state will be able to purchase residential social care services from private organizations for elderly people living alone and people with Group I or II disabilities who live alone, provided they consent.

The cost of these services must not exceed the daily social service tariff approved by regional executive committees and the Minsk City Executive Committee.

Local authorities will be able to offer private social care homes participating in state procurement reduced rent for property used to provide social services.

They may also receive preferential treatment when purchasing, without an auction, unused or inefficiently used property owned by local authorities.

All commercial organizations providing residential social services will be eligible for financial support through a special loan product for socially significant initiatives. Labor, employment and social protection authorities will also help these organizations train their employees in caregiving skills and the requirements for the provision and quality of social services.

The resolution separately regulates the provision of medical care to recipients of social services at commercial organizations. State healthcare institutions will provide this care at the recipients’ place of residence, funded by local budgets.

In September 2024, following large-scale inspections in Belarus, about a third of private nursing homes and residential facilities for people with disabilities—11 out of 35—were closed. That same year, licensing was introduced for non-state businesses providing residential social services to elderly people and people with disabilities. As of February 2025, only six private care homes had been able to obtain a license.
