The programme comprises 152 hours of training and covers public administration, law, economics, social and political processes, negotiations and communication.
“Preparation for change must come ahead of change itself. When a window of opportunity opens in Belarus, the demand for competent, responsible and motivated people will be enormous,” said Yury Hubarevich, coordinator of the Personnel Reserve initiative.
According to him, the initiative has expanded its activities over the past few years. While its primary focus was previously on training future civil servants and managers, it is now aimed at people who are already ready to initiate change, bring like-minded people together and develop new practices and institutions.
Pavel Barkouski, the United Transitional Cabinet’s representative for national revival, has joined the programme’s teaching staff.
“Today, more than ever, it is important to prepare Belarusian society for action after totalitarianism. Large-scale reforms and changes in governance at both the local and national levels are possible when there are proactive and competent people who are not afraid to act decisively while intelligently changing established approaches and practices in managing social and political processes,” Barkouski said.
Training will be conducted via Zoom with participants’ security in mind: they will not be able to see one another, and their names and participant lists will not be visible to others.
To attend the open lectures, applicants only need to fill out a form.
