National Bank Adopts Rules for Crypto Banks

The National Bank of Belarus has established the procedure for deciding whether funds placed by a crypto bank in a conditional non-revocable deposit with the central bank should be transferred to the state budget or returned.

The resolution was adopted as part of the implementation of the decree on crypto banks. Under the decree, a crypto bank must place 10 million Belarusian rubles on deposit with the National Bank within 10 days of its registration.

The document sets maximum amounts that may be recovered depending on the grounds for removing a crypto bank from the register.

At the same time, the National Bank established criteria for determining the economic feasibility of expanding the number of crypto banks and assessing potential risks to financial stability when deciding whether to include a legal entity in the register of crypto banks.

The provisions of the resolution will enter into force on July 18, 2026.
