Lukashenka in Myanmar Offers Advice, Promises, and Mentions the Defense Industry

Alyaksandr Lukashenka held talks with the Acting President of the Republic of the Union of Myanmar and Chairman of the National Defense and Security Council Min Aung Hlaing. The negotiations took place in narrow and expanded formats. During the talks and at the joint press conference afterward, Lukashenka offered advice and promises and used concise formulations to describe Belarus–Myanmar relations.

During the narrow-format meeting, Lukashenka noted that distance is no obstacle to good relations and promised to lift Myanmar to a new technological level.

“Belarus has everything necessary for Myanmar to rise one technological step higher. Your government, your ministers have familiarized themselves with Belarus. You know what we can do. We are a developed machine-building country, we have developed industry, agriculture, high technologies, education, and healthcare,” he said.

During the expanded-format talks, he stressed that in relations with Myanmar he is guided exclusively by “national interests, without looking back at external actors.” According to him, 2025 can be called a historic year for the two countries, since Min Aung Hlaing visited Minsk in the spring, and now Lukashenka has arrived in Naypyidaw on a return visit. He added that they had already met six times this year.

“This shows that there is no isolation and cannot be any isolation for our countries,” he said.

He also offered Min Aung Hlaing a political piece of advice.

“Your steps ahead of the parliamentary elections are unprecedentedly democratic. But as a friendly person I want to remind you that you hold elections for your own people, and they must take into account above all the interests of the people of Myanmar. Your people, your country have a great future. Trust my experience. I have seen few leaders and heads of state like you and your colleagues, who strive every day to do something for their own people. I very much admire such an approach, and I am ready to work with you for the benefit of our nations.

You must solve only one problem — the most important one — to ensure stability in society. With this goal we have defined a plan of our joint actions, having signed the roadmap, which outlines concrete measures in our relations. A crucial part of this plan is humanitarian cooperation: education, healthcare, culture. In this regard, you can also count on us. Come to Belarus, look, choose, decide. Everything that is needed and that we can do for Myanmar, we will certainly do,” Lukashenka said.

While speaking to the media after the talks, Lukashenka gave a succinct characterization of relations with Myanmar.

“The result of our work these days can be expressed in one formula: in Belarus we have everything the people of Myanmar need today, and you have everything we need. And we agreed that within the framework of trade and economic cooperation we will exchange these goods. I emphasize once again: there are no closed topics in our cooperation. We are ready not only to sell our products to Myanmar. We are ready to establish joint ventures with you in the areas you are interested in and to train specialists for the technologies we are transferring to you. I assure you that we will be fully committed in all areas and will strictly honor our agreements on time and in the agreed volumes,” he said.

He also outlined specific areas of cooperation, which include pharmaceuticals, industry (equipment and technologies), science, education, and the defense industry.

Following the talks, a number of documents were signed, including the Roadmap for developing cooperation between the Republic of Belarus and the Republic of the Union of Myanmar for 2026–28, a visa waiver agreement, and others.
