Lithuania Submits Additional Materials to ICAO on Weather Balloons Entering From Belarus

Lithuania has submitted additional materials to the International Civil Aviation Organization (ICAO) containing evidence of a hybrid attack by Belarus against Lithuanian civil aviation, the Lithuanian Ministry of Transport and Communications reported.

“The Ministry of Transport appealed to the International Civil Aviation Organization and the European Commission back in October, immediately after the intensive hybrid attack began. Now we are taking another important step by presenting additional evidence of Belarus’ unlawful actions against Lithuania that pose a threat to civil aviation safety,” Deputy Transport Minister Roderikas Žiobakas said.

The collected materials confirm that weather balloons launched from Belarusian territory systematically violate Lithuania’s airspace and pose a real threat to civilian aircraft and passengers.

Lithuania’s Transport Ministry recalled that since October 2025, Vilnius Airport has suspended operations at least 20 times because of incoming balloons.
