Deputy Head of the United Transitional Cabinet and Head of the National Anti-Crisis Management Pavel Latushka has sent a letter to Ukrainian Foreign Minister Andrii Sybiha, attaching an NAM report on the systematic preparations by Aliaksandr Lukashenka for war in Belarus.
According to the United Transitional Cabinet, the letter was sent as a follow-up to agreements reached with Kyiv. The report runs to 30 pages and documents what it describes as Belarus’ complete transformation into a military staging ground for Russia.
The report highlights legislative changes, including amendments to the Constitution after which Belarus ceased to be a neutral and non-nuclear state. It also notes that the new Military Doctrine contains provisions on pre-emptive strikes and the deployment of the Belarusian army abroad.
The report further states that the number of contract servicemen in the Belarusian army has increased by 1.5 times since 2022. The mobilization reserve is estimated at 289,000 people. Belarus is also creating a Southern Operational Command with troop numbers of up to 80,000 personnel. Russian practices, including the use of SMS draft notices, are being adopted.
Over the past four years, Belarus’ defense spending has increased fivefold. The country’s defense industry has become fully integrated with Russia’s. More than 4,000 new pieces of military equipment were reportedly accepted into service in 2024.
Russian troops, tactical nuclear weapons and the Oreshnik missile system are stationed in Belarus. Belarusian military personnel are being trained by Wagner instructors.
Defense lines are being built along the borders with Poland, Lithuania and Ukraine, while infrastructure is being upgraded to accommodate heavy Russian military equipment.
Military training is being actively introduced in schools.
The Health Ministry has approved guidelines for the triage of wounded individuals under wartime conditions.
In Minsk, authorities have inspected 5,000 bomb shelters, while warning systems are being tested regularly. At the district level, body armor is being purchased for territorial militia units.
Strategic resources are also being stockpiled. Mandatory petroleum product reserves have been doubled to cover 30 days of storage. The Defense Ministry has expanded the list of civilian vehicles and equipment subject to mobilization.
The practice of continuous military exercises is continuing in 2026. According to the report, these exercises are being used to covertly verify mobilization lists and maintain a high level of tension within society.
The report also contains specific recommendations aimed at preventing the worst-case scenario and deterring what it describes as Lukashenka’s aggressive ambitions.
