Deputy Head of the United Transitional Cabinet of Belarus and Head of the National Anti-Crisis Management Pavel Latushka has sent proposals to Kyiv on introducing new sanctions against Alyaksandr Lukashenka and structures associated with him.
The appeal was sent on the anniversary of the start of Russia’s full-scale aggression against Ukraine, on February 24, 2026, to the Ukrainian president’s commissioner for sanctions policy, Vladyslav Vlasiuk. The document contains a set of measures aimed at strengthening sanctions pressure on official Minsk.
Latushka expressed gratitude to the Ukrainian leadership and personally to President Volodymyr Zelenskyy for previously imposed personal sanctions against Lukashenka, calling them an important political signal of support for Belarus’s democratic forces.
Among the proposals of the National Anti-Crisis Management are expanding the practice of using manufacturer certificates to prevent the circumvention of restrictions, tightening control over the movement through Belarus of goods used in “false transit” schemes, and introducing blocking sanctions against banks connected to the Bank of Russia’s SPFS system.
It is also proposed to extend sanctions to supplies from Belarus of all types of fertilisers, liquefied gas and other export goods, including rapeseed oil and peat. Enterprises of the military-industrial complex that have not yet been included in sanctions lists are specified separately.
In addition, the initiators propose expanding personal sanctions against Lukashenka’s inner circle, enterprise managers, propagandists, judges and officials involved in repression and persecution for solidarity with Ukraine.
The appeal notes that Union State structures are involved in supporting Russia’s actions against Ukraine, including the illegal transfer of Ukrainian children, and also contribute to undermining Belarus’s sovereignty.
Analytical materials with lists of enterprises, institutions and individuals proposed for sanctions by Ukraine and its allies are attached to the letter. Latushka stated his readiness for further expert cooperation to develop new restrictive measures at the level of the EU and other democratic countries.
It is recalled that on February 18 President Volodymyr Zelenskyy imposed sanctions against Alyaksandr Lukashenka. The sanctions were introduced, among other things, for the deployment in Belarus of a relay system for controlling strike drones and include the stripping of Ukrainian state awards, asset freezes, restrictions on trade operations, transit limitations, a ban on participation in privatisation, and other measures.
