Kyrgyzstan Bans Exports of Petroleum Products

The Kyrgyz government has expanded restrictions on exports of oil and petroleum products. A ban on fuel exports outside the Eurasian Economic Union had previously been introduced. Oil and petroleum products have now also been banned from export to EAEU countries.

The ban was introduced “until the domestic market is saturated or common EAEU markets for oil and petroleum products are established”. It does not apply to oil, fuel oil and heating oil if an export permit has been issued by the Cabinet of Ministers.

At the same time, the country’s government has simplified fuel imports.

In early July, Kyrgyzstan asked its allies to help with fuel supplies. In particular, it announced plans to import 60,000–70,000 tonnes from Belarus.

Kyrgyzstan has faced difficulties partly amid attacks on oil refineries in Russia, which have resulted in Russia losing a significant share of its refining capacity. Analysts estimate that oil refining volumes stood at 3.8 million barrels per day in June, 1.6 million barrels lower than last year.
