Kubrakou Explains How Authorities Dealt With Foreign Taxi Drivers and Comments on Pakistanis’ Conduct

There are currently 324 Pakistani citizens in Belarus. The figure became known on Thursday during consideration of a bill ratifying the Belarusian-Pakistani memorandum on the employment of Pakistani workers. Interior Minister Ivan Kubrakou was asked how Pakistani citizens behave in Belarus.

“All violations identified among Pakistanis currently in our country and those who have come here are related to violations of migration legislation — for example, residing somewhere other than their registered address or violating registration deadlines, and so on. We have not recorded any public order violations committed by these citizens in 2025. Yes, there was one crime detected that was committed by a group of people, including a Pakistani citizen. At present, there are no problems on their part,” he said.

It should be noted that Alyaksandr Lukashenka had initially stated Belarus was ready to accept up to 150,000 workers from Pakistan.

Kubrakou also decided to illustrate the Interior Ministry’s approach to labor migrants using the example of taxi drivers.

“You all remember the situation when there was a large number of foreign citizens from different countries, but probably mostly from one country, working as taxi drivers. Some of them not only did not fully comply with traffic regulations, but also could not properly speak Russian.

We gathered all the entrepreneurs, held discussions with them, and assembled the foreign citizens as well. Each of them was warned that if they continued violating traffic regulations or committing crimes, we would react very harshly. Traffic police officers took all taxis employing these citizens under supervision, objectively but carefully monitoring the situation, including through video surveillance.

As soon as we deported a certain number of people from our country for violating current legislation, the entrepreneurs inviting them here immediately started training them. Retraining programs were organized, including the study of traffic regulations.

Today, I would not say that no one violates traffic rules, but order has been restored in this regard. This is how it will be with any citizens arriving in our country. They are obliged to comply with current legislation. We will react immediately — we are warning them. After that, they simply leave our country. In principle, everyone understands everything,” the minister said.
