Kazakhstan to Increase Recycling Fee on Vehicles and Farm Machinery From Belarus by Dozens of Times

Kazakhstan’s Ministry of Ecology and Natural Resources has proposed a multiple increase in the recycling fee on automobiles and self-propelled agricultural machinery imported from Russia and Belarus. A draft amendment to Order No. 448 of November 2, 2021, “On Approval of the Methodology for Calculating the Recycling Fee,” was published on the ministry’s website on January 22, 2026.

“The draft order is aimed at eliminating regulatory imbalances, increasing the consistency of national regulation with obligations within the Eurasian Economic Union, and protecting the national interests of the Republic of Kazakhstan in integration processes,” the explanatory note says.

According to the developers of the amendments, the changes are proposed to eliminate the imbalance in the level of the recycling fee in Kazakhstan compared with the recycling fee in Belarus and the Russian Federation, as well as to exclude regulatory and price arbitrage in mutual trade within the Eurasian Economic Union.

“This is due to the fact that when calculating the recycling fee on vehicles exported from Kazakhstan to Russia and Belarus, in addition to the recycling fee rate established in those countries, differences in the amounts of customs duties, VAT, and excise taxes paid in Kazakhstan are additionally charged,” the ministry explained.

At the same time, under Articles 454 and 456 of the Eurasian Economic Union Customs Code, vehicles produced in Kazakhstan are recognized as EAEU goods. Accordingly, the application in Belarus and Russia of so-called customs coefficients to vehicles of Kazakh production is unlawful.

“By eliminating the imbalance in recycling fee rates between our country and our EAEU partners, the recycling fee for Russian and Belarusian equipment will be brought to the level of the fee established by the legislation of the Russian Federation from December 1, 2025,” the ministry noted.

The ministry also reported that agricultural machinery of Belarusian and Russian brands is produced in Kazakhstan on the basis of licensing agreements.

“However, in violation of these agreements, deliveries of finished products are being made to Kazakhstan. It is proposed to establish an increased recycling fee rate to curb parallel schemes in this area,” the press service concluded.
