House of Representatives Approves Reports on 2025 Budget Execution

The House of Representatives has passed bills approving reports on the execution of the national budget and the Social Protection Fund budget for 2025.

The Law on the National Budget for 2025 provided for expenditures of 50.3 billion rubles against revenues of 45.8 billion rubles, with a deficit of 4.5 billion rubles.

Following amendments introduced in 2025, the revised national budget figures stood at 53.4 billion rubles in expenditures, 49.5 billion rubles in revenues and a budget deficit of 3.8 billion rubles.

In practice, 50.4 billion rubles were paid into the national budget last year. The main source of revenue was tax income, which accounted for 69.7% of total revenues. Non-tax revenues made up 15.2%, while gratuitous receipts accounted for 15.1%.

National budget expenditures in 2025 totalled 52.4 billion rubles.

The deficit amounted to 2 billion rubles, or 0.7% of GDP.

The Social Protection Fund’s budget for 2025 was initially approved with revenues of 32.77 billion rubles, expenditures of 32.27 billion rubles and a surplus of 501.8 million rubles generated by occupational pension insurance funds.

The main source of the fund’s revenues last year was mandatory insurance contributions, which totalled 33.43 billion rubles. Contributions to occupational pension insurance generated a further 240.1 million rubles, non-tax revenues amounted to 581.4 million rubles, and 1.97 billion rubles was transferred from the national budget.

The fund’s expenditures in 2025 totalled 32.575 billion rubles.

The largest share of spending was allocated to pension payments, which accounted for 80.1% of expenditures, while benefits accounted for 18.6%.

The fund’s budget was executed with a surplus of 3.65 billion rubles in 2025.
